2010

  • 2010-0005, passed 2/2: Ordinance requiring contractors who provide building service and food services to the City of Pittsburgh to pay prevailing wages to employees employed pursuant to such contracts, and to require that building service, food service, grocery, and hotel employees employed on projects receiving City subsidies be paid prevailing wages.
  • 2010-0009, passed 5/11: Ordinance amending the Citywide Policy Against Domestic Violence is an extension to include and cover the entire municipal workforce. The policy takes a proactive approach to domestic violence through prevention and training, early warning and intervention, subjection to the Domestic Violence Review Board, disciplinary action, and severability.
  • 2010-0567, passed 7/27: Ordinance amending City Code for existing stormwater management requirements to provide more protective stormwater volume reduction standards and Low Impact Development (LID) strategies for planning and construction of publicly funded development and publicly funded redevelopment projects.
  • 2010-0909, passed 11/16: Ordinance removing legal powers from gas extraction corporations within the City. The goal of the bill is to prohibit gas drilling of the Marcellus Shale within City limits.
  • 2010-1140, affirmatively recommended 12/1: Ordinance requiring City agencies to meet an annual goal of not less than 5% participation by veteran-owned small businesses in all contracts entered into by the purchasing agency.


2011

  • 2010-0568, passed 7/12: Ordinance requiring the retrofitting of construction vehicles at City subsidized projects. Also known as the “Clean Air Act of 2010”, the intent is to reduce air-pollution levels in the City of Pittsburgh.
  • 2011-1916, pending: Ordinance regulating the use of electronic media for advertising and non-advertising signs as a special exception. Among the provisions included in the bill are restrictions as to where new electronic sign can be located, defined light level limits for electronic signs, and the creation of a mechanism for establishing special signage design districts. Councilman Lavelle has introduced an amendment that adds a definition for mid-level public destination facilities, which would provide guidelines for areas such as the Cultural District Downtown.
  • 2011-2244, passed 11/14: Ordinance prohibiting refuse collection activities between the hours of 10pm-6am within any residentially zoned district, within 1000ft of a residentially zoned district, and within 100ft of a residential structure. A residential structure is defined in the bill as a structure where at least 50% of the floor space is used for residential purpose.


2012

  • 2012-0235, passed 3/27, Sponsored by Councilpersons Lavelle, Smith and Burgess: Will of Council calling upon Florida State Gov. Rick Scott and the Florida Attorney General to re-open the investigation into the shooting of Trayvon Martin, and the Florida State Legislature to amend or repeal the Florida Statute 776.012 Justifiable Use of Force, also known as the “Stand your ground” law.
  • 2012-0014, passed 4/17, Sponsored by Councilman Lavelle: Ordinance amending and supplementing the Pittsburgh Code by requiring financial institutions seeking to become City depositories to make a commitment to community reinvestment and responsible banking and instructing the City Controller to evaluate banks with which the City does business as to their success or failure in meeting this commitment.
  • 2012-0295, passed 5/1, Presented by Councilman Lavelle: Resolution providing for the designation of certain public properties within the Hill District and Polish Hill neighborhoods to become permanent, public, passive open space under the Greenways for Pittsburgh program, to be known as the Bigelow Greenway.
  • 2012-0244, passed 5/8, Sponsored by Councilpersons Lavelle, Burgess, Harris, Dowd and Smith: Resolution authorizing a Cooperative Agreement or Agreements with the Urban Redevelopment Authority of Pittsburgh and the Sports & Exhibition Authority of Pittsburgh and Allegheny County providing for the assignment of parking tax revenues from new interim parking on the footprint of the Civic Arena for the purpose of Hill District Redevelopment.
  • 2012-0533, passed 12/4, Sponsored by Councilpersons Lavelle and Burgess: Resolution authorizing the Mayor and the City Solicitor to enter into an agreement or agreements or contract or contracts for the purpose of updating the City's disparity study, at a cost not to exceed $250,000.
  • 2012-0530, passed 12/4, Sponsored by Councilpersons Lavelle and Burgess: Ordinance amending the Pittsburgh Code by adding new language and amending current language to elevate the Equal Opportunity Review Commission to departmental status, as well as provide it with the ability to track minority and female business participation in city contracts.


2013

  • 2013-1666, passed 9/24: Ordinance regulating the maintenance of abandoned residential properties pending foreclosure. This section is intended to reduce and prevent neighborhood blight, to ameliorate conditions that threaten the health, safety and welfare of the public, to promote neighborhood stability and residential owner occupancy by preserving the condition and appearance of residential properties, and to maintain residential property values and assessments. Nothing in this section shall be construed as waiving, relieving or otherwise excusing an owner of residential property from compliance with all applicable building codes and ordinances and the owner or owners shall at all times remain responsible and liable therefore.
  • 2013-1410, passed 5/7: Ordinance amending and supplementing the City Code requirements for valet parking operators by requiring such operators to obtain a license from the Department of Public Works, by establishing an annual license fee, and by requiring valet operators to have proof of insurance. Operators must also clearly display their license and contact information in each of their patron vehicles.
  • 2013-1648, passed 7/9: Ordinance further amending the valet parking requirements by requiring operators to have legal off street parking spaces in the amount of 15% of the occupancy of that business.
  • 2013-1186, passed 5/23: Ordinance requiring review of changes and amendments to the Bureau of Police’s Operating Procedures and Policies by the Citizens Police Review Board.
  • 2013-1529, passed 5/23: Resolution authorizing the filing, jointly with the County of Allegheny, of an application for federal assistance with the US Department of Transportation for a TIGER Discretionary Grant in the amount of $20 million for the Lower Hill Redevelopment Project.


2014

  • 2014-0056, passed 2/11: Ordinance creating the Department of Neighborhood Empowerment and Equal Opportunity from the previously named Department of Equal Opportunity and Review.
  • 2014-0025, passed 4/22: Ordinance establishing the Pittsburgh Land Bank, with the mission of returning unproductive, real property to beneficial reuse through an equitable, transparent, public process, thereby revitalizing neighborhoods in line with community goals and needs.
  • 2014-0879, passed 10/28: Resolution authorizing the Mayor and the Department of Public Safety to enter into an agreement with Goodwill of Southwestern PA and Youth Opportunities Development for the continued implementation, promotion and administration of the Pittsburgh Initiative to Reduce Crime. Funds allocated are in the total amount of $250,000.



2015

  • 2015-2245, passed 12/21: Ordinance decriminalizing the possession of small amounts of cannabis in the City of Pittsburgh.
  • 2015-2100, passed 10/27: Ordinance creating the Adopt-A-Lot Program, which permits temporary licensing or leasing of city owned lots to allow individuals or groups to participate in approved gardening activities.
  • 2015-2062, passed 12/15: Ordinance declaring it unlawful for any property owner, real estate broker or any other person to refuse to sell, lease, sublease, rent, assign or otherwise transfer property based on a person’s source of income.
  • 2015-1825, passed 8/3: Ordinance establishing paid sick days for employees in the City of Pittsburgh.
  • 2015-1458, passed 5/26: Ordinance establishing an Interim Planning Overlay District for the Uptown neighborhood, which includes restrictions such as a demolition moratorium and the prohibition of the construction of surface parking lots.
  • 2015-1270, passed 2/24: Ordinance establishing a LERTA district in the Lower Hill District that authorizes property tax exemptions from certain real estate taxes within the Lower Hill site. In lieu of tax payments, payments will be makde to accounts that will be established by the URA that will be applied to pay for costs of development, projects and programs throughout the Greater Hill District.
  • 2015-1122, passed 2/3: Ordinance establishing a Specially Planned District for the Lower Hill District.

  • 2016-0602, passed 12/20: Ordinance creating the Housing Opportunity Fund, to stabilize communities and protect public welfare by creating the Pittsburgh Housing Opportunity Fund, to create a budget obligation for the fund, to establish the purposes for which monies in the fund may be used, and to create the Housing Opportunity Fund Governing Board and Advisory Board.
     

    2017
  • 2017-1351: Resolution to authorize the Mayor and the Director of the Department of Public Works to enter into an Agreement with the Pittsburgh Parks Conservancy in connection with a rehabilitation and improvement project for the Northeast Fountain and Promenade at Allegheny Commons.
  • 2017-1464: Resolution approving the terms of and authorizing the execution and delivery of a Cooperation Agreement with the Urban Redevelopment Authority of Pittsburgh relating to the administration by the URA and its Board of Directors of the Housing Opportunity Fund, to finance the development and preservation of affordable housing within the City of Pittsburgh. 
  • 2017-1558: Resolution to temporarily limit building demolition for an area included in the Uptown Interim Planning Overlay District. 
  • 2017-1561: Resolution authorizing a cooperation agreement(s) between the City of Pittsburgh, the Urban Redevelopment Authority of Pittsburgh and the Pittsburgh Land Bank for future shared administrative services as well as transfer of property for a variety of purposes. 
  • 2017-1945: Ordinance amending the Pittsburgh Code to establish the Uptown Public Realm Zoning District, and an associated Performance Points density bonus system. 
  • 2017-2034: Resolution authorizing the Mayor and the Director of the Office of Management & Budget to enter into a Contract and providing for an Agreement with the Hill House Association in connection with the rehabilitation of the Blakey Program Center for a sum not to exceed $200,000.00 
  • 2017-2072: Resolution authorizing the Mayor and the Director of Public Safety to enter into a one-year Professional Services Agreement with Family Life Empowerment Community Development Corporation for the purpose of implementation of the Pittsburgh Group Violence Intervention Street Outreach Program.


2018

  • 2018-0715, passed 9/18: Ordinance establishing the process for creating and certifying Registered Community Organizations, in order to establish requirements and benefits for such organizations.
  • 2018-0571, passed 6/26: Ordinance establishing the Workforce Development Fund, with the intended goal of supporting programs, data and communications aimed at increase to the construction industry for minorities and women.
  • 2018-0570, passed 6/26: Ordinance establishing the requirement that all City Departments entering into a contract on behalf of the City for a Public Works Project with an estimated construction cost at or over $500,000 shall require a Project Labor Agreement Review to determine if the project warrants a Project Labor Agreement.
  • 2018-0413, passed 5/8: Ordinance requiring all resolutions and ordinances subject to EORC review must receive EORC review and recommendation prior to submission to Council for final approval.



2019

  • 2019-1909, passed 11/4: Ordinance establishing the Clean Sweep Division within the Department of Public Works to oversee and improve the maintenance of vacant city owned properties.
  • 2019-1670, passed 5/28: Ordinance establishing equity standards and requirements for all Departments and units of City Government. Goal is to ensure that expenditure of public moneys by all units and departments of City government are done in an equitable manner, and that each unit and department provide the City and the public regular information detailing the goals set to achieve equity in government and regular updates on their progress in meeting those goals.
  • 2019-1668, currently in Standing Committees: Ordinance requiring an Affordable Housing Impact Statement from all projects that require a Preliminary Land Development Plan.
  • 2019-1426, passed 3/12: Ordinance prohibiting employment discrimination based on pregnancy, childbirth or related medical conditions and events.
  • 2018-1219, passed 4/2: Ordinance prohibiting the use of armor penetrating ammunition and large capacity magazines within the City of Pittsburgh.
  • 2018-1218, passed 4/2: Ordinance prohibiting the use of assault weapons within the City of Pittsburgh.


2020

  • 2020-0927, passed 12/8: Ordinance establishing the conditions for the operation of Paid Sick leave and Paid Sick Days Act during the COVID 19 crisis.
  • 2020-0865, passed 11/17: Ordinance creating the Office of Community Health and Safety, to be located within the Office of the Mayor.
  • 2020-0864, passed 11/17: Ordinance creating the Office of Community Services and Violence Prevention, to be located within the Bureau of Administration of the Department of Public Safety. They will be charged with increasing community confidence by coordinating public safety programs.
  • 2020-0863, passed 11/17: Ordinance creating the Stop the Violence Fund, which will be used to fund programs that prioritize the prevention of violence and crime in Pittsburgh’s communities, including the Group Violence Prevention Initiative.
  • 2020-0777, passed 10/13: Ordinance to place a referendum question on the 2020 November ballot, which would expand the powers of the CPRB to require police officers to participate in investigations, conducting performance audits of the Police Bureau and preventing the removal of CPRB board members except for just cause with City Council approval.
  • 2020-0769, passed 10/20: Ordinance prohibiting the discrimination in the provision of housing, employment, and public accommodation based on hairstyle.
  • 2020-0487, passed 7/28: Ordinance banning the use of chokeholds by the Pittsburgh Police Bureau.
  • 2020-0406, passed 7/28: Ordinance prohibiting the acquisition of military equipment or weaponry by the City of Pittsburgh. 
  • 2020-0405, passed 7/28: Ordinance establishing a “duty to intervene”, by requiring sworn and unsworn police employees and officers to stop or attempt to stop another employee from applying inappropriate force.
  • 2020-0307, passed 5/12: Ordinance prohibiting housing and public accommodation discrimination base on perceived or actual citizenship or immigration status and perceived or actual preferred language.
